This is simple. pick a car that costs less than 10,00cr and then participate in a series of challenges to determine who's car is the fastest. Also, the last challenge is a rae where you can tune your car with your remaining cr.

Under no circumstances may you buy a 10.0km special car or change the oil of your purchased car.
There is also a second category called the Supercars for Less than 40k Competition that follows the same rules as the 10k challenge. The only additional rule is that the car must be European.
