$400 ain't cheap enough after you count what it would cost to get the car here.

Especially when the area around my dad's is CRAWLING with 3800s.

Now then... Deck the block on a 3800 and there's 180-190hp easy enough, add boost and 350ish is easily done and it will burn less fuel than a comparably powerful 8 of any sort.
